Montana Breed-Specific Legislation to be Considered Thursday, Jan 22

Montana House Bill 191“which, with little exception, seeks to prohibit the ownership, harboring, or keeping of dogs described as “pit bulls”“is scheduled for consideration by the House Local Government Committee on Thursday, January 22, at 3PM, in room 172 of the capitol building, 1301 East Sixth Avenue in Helena. The American Kennel Club encourages all Montanans to contact the committee members listed below and express their respectful yet strong opposition to this draconian bill.

The bill, which prohibits the ownership, harboring, or keeping of dogs described as “pit bulls”, defines “pit bulls” to include Staffordshire Bull Terriers, American Staffordshire Terriers, and “any dog that has the physical characteristics that substantially conform to the standards established for those breeds by the American Kennel Club.” If the bill is passed and signed into law, all such dogs would be seized and euthanized.

The American Kennel Club strongly opposes any legislation, like HB 191, that determines a dog to be “dangerous” based on specific breeds or phenotypic classes of dogs. Instead, we support reasonable, enforceable, non-discriminatory laws to govern the ownership of dogs. We support laws that: establish a fair process by which specific dogs are identified as “dangerous” based on stated, measurable actions; impose appropriate penalties on irresponsible owners; and establish a well-defined method for dealing with dogs proven to be dangerous. AKC believes that Montanas existing breed-neutral law should remain the effective law of the state.

  1. Rep Becker answered me pretty quickly when I sent in my letter last week.

    She is opposed to BSL and agrees it is owners, not dogs, that are a problem.

    Hopefully there will be little support for this error-ridden, discriminatory Bill and it will die in Committee.

  2. Yeah, she wrote me too. It’s great that she did, but it was discouraging that all the other members of the committee didn’t. Hopefully that doesn’t mean this bill has that much support. It’s unfathomable that this bill would have ANY support in Big Sky country.

    And as an aside, it’s so cool that you write all these people Selma, you being Canadian and all. We too try to write folks in other countries, but don’t always have the time. So considering that you do, it’s quite amazing. Hats off to you. Thank you for taking the time. Us Yanks are greatly appreciative.

    I don’t write to ALL of these places because of the ‘outsider’ thing but you know what?

    I don’t care so much about that any more, especially if it’s a state or provincial thing, because I truly believe that we are all in this together and every one of these situations can negatively affect a lot more people than the ones in the affected district.

    Nobody else bothered to reply to me either, but I heard from a list that they got an unprecedented amount of correspondence and there is very little support for it.

    Let’s hope there’s only one nutbar out there.
